In the video he makes the sign using a scroll saw. If you want to do it with a hand tool try using a coping saw. He puts tape on the plank to reduce tear-out and burning of the wood. He prints out the pattern and then sticks the printout to his plank. In my opinion this is an easy project suitable for beginners.
The pattern for this project is in a zip file. You will need to download it to your hard drive. Extract the files inside it. Then open and print the image file.
